The Little-Known Story of Cannabis in Pacific Grove
When arriving to colonize the New World, the Spanish brought hemp with them. From the 1600s to the 1900s, people began farming cannabis sativa on a small scale. By the turn of the 20th century, it was widespread and popular. The first Mexican immigrants called it marijuana, and soon afterward, so did everybody else. Trouble was lurking, however. The state wanted control over its use and production.
The Poison Law of 1907 sought to regulate cultivation, distribution and use of weed. People did not like this, though. They resisted. There was an amendment in 1913 to make regulation stricter, but folks still did not comply. By the end of the First World War, the state decided to force compliance with the Marijuana Tax Act of 1937. This was only mildly more successful than previous attempts.
At the same time, the pharmaceutical industry was feeling threatened by its lack of control over cannabis. Conspiring with state politicians, the California Board of Pharmacy began a massive propaganda campaign to classify weed as a dangerous narcotic. Their goal was to make it illegal and they finally succeeded. For the next several decades, lovers of the plant were criminals.
People were getting very tired of the constant persecution, however. More were enjoying the benefits of marijuana and realizing its harmlessness. A revolution was beginning that would lead to a countrywide call to legalize it. California led the movement, and many propositions later, pot users are not criminals anymore. However, the federal government still disagrees.
Under the Controlled Substances Act, cannabis remains a drug classified as Schedule 1. This means that anyone caught with marijuana on federal property is still subject to federal charges. Even so, states have the authority to abide by their own laws, and as such, California allows people to grow, possess, and use weed on privately owned land. Ever since 1996, medical patients with valid illnesses to treat are allowed to use cannabis, but only if they have a letter of recommendation from a doctor or a Medical Marijuana Card.
