This approach can be contrasted with states such as Pennsylvania, with fees of over $200,000 for permits, which is simply not affordable, and limits on the numbers of growers and dispensaries. Once passed, the business will have to renew their licenses every 2 years and a third party will oversee budget checks. marijuana business employees will also be required to wear city-issued ID badges at all times.
Costa Mesa is taking a professional approach to marijuana, and it is strange that they have such an illogical stance on medical dispensaries and commercial marijuana activities while being so open to marijuana processing. Santa Ana marijuana dispensary owner Robert Taft, who abandoned his own marijuana measure in favor of the city’s, said the application process is beneficial to the business owners.Taft stated publicly: “We’re making oils for children who have liver cancer… who can’t have anything in their system or they’ll die…Having a safe facility to make those medicines, it would be the most important thing to me.”
There are still many concerns about fees and the lengthy approval process, which could take several months due to long wait times to obtain permits and for state and federal background check results to come back. But most cities are putting ordinances of this kind into place in order to give them some time to figure the process out. It gives them time to consider putting permanent regulations in place, and for this to happen more data and information needs to be gathered and analyzed.
If a city does not have an ordinance in place, then they are bound by the rules of Proposition 64. Ordinances are temporary bans or restrictions on the marijuana trade that have to be renewed every year or so. The approach undertaken by Costa Mesa is to make high quality regulated marijuana that has real and immediate uses in the treatment of ill patients, and to wait and see with regard to recreational marijuana. At least the most serious aspect of marijuana has been considered, and patients can get access to vital treatment which they need.
The refusal to consider dispensaries is largely due to societal stigma. People do not want dispensaries in their area, believing that it will lead to increased crime and violence, though studies have shown this is not the case. Crime actually goes down when medical dispensaries open and goes up when medical dispensaries close, though the reasons for this are not currently known.
