Onboard Spanish ships sailing for the New World was hemp, and plenty of it. Right up until the 1900s, people were growing hemp to make everything they needed to survive in the Californian wilderness. In response, the State of California banned marijuana completely, and people suffered for decades. Many were criminalized and sent to jail for simply using it.
Such persecution was bound to have consequences. People were tired of it. They were also becoming aware of the medicinal properties of cannabis and many began using it illegally. The masses were beginning to revolt and the legalization movement was born. It quickly spread throughout the United States, led by Californians, and resulted in the decriminalization of marijuana today.
The federal government still needs to join the fray. Marijuana is still illegal under the Controlled Substances Act, which classifies it as Schedule 1. You can still face federal charges if authorities catch you with weed on any land that the government owns. If you stay off federal property, you will be fine.
